Kasho
Also: Royal Kasho
A Kasho is a Royal directive — the principal instrument by which the King articulates strategic direction for the country. Major modern policy initiatives have begun as Royal Kashos: the 2020 Royal Kashos on Education Reform and Civil Service Reform, the establishment of DeSuung, the framework for Gyalsung, the launch of Project 108.
Operationalisation of a Kasho typically takes seven to fifteen years through the Cabinet, the relevant ministry, the National Assembly, and the implementing agency. The decade-long lag is the architectural pattern documented in Chapter Ten.
