Royal Audit Authority
The Royal Audit Authority (RAA) is the constitutional body responsible for auditing the accounts of all government ministries, departments, autonomous agencies, public enterprises, and externally funded projects in Bhutan. It reports to Parliament and the King.
The RAA’s Annual Audit Report — published in two volumes covering each fiscal year — is the country’s most detailed public record of fiscal and procurement irregularities. In FY 2024–25 the Report recorded Nu 9,987 million in total irregularities, with 78% concentrated in a single mega-project (Punatsangchhu-II Hydropower Authority).
