Tala
Tala Hydroelectric Project
The Tala Hydroelectric Project is a 1,020 MW run-of-river hydroelectric station on the Wangchhu river, commissioned in 2007. It is Bhutan’s largest operational hydropower asset and one of the country’s principal sources of export revenue from India.
The Tala tariff structure was negotiated decades before commissioning under bilateral arrangements with the Government of India. The legacy PPA pricing — set against a different power-market context than now exists — produces the net-retention figure documented in Paradox #4 and Paradox #51.
