Bitcoin & Bhutan: Convergent Histories

Two new institutional forms, born within little more than a hundred days of the financial crisis. Eighteen years later, the kingdom mines Bitcoin with the rivers that power it.

The convergence

Two systems, born in the same season

In July 2008, Bhutan adopted its first written Constitution, completing its transition from absolute to democratic constitutional monarchy. Three months later, on 31 October 2008, a pseudonymous author named Satoshi Nakamoto published a nine-page paper: Bitcoin: A Peer-to-Peer Electronic Cash System.

Both arrived in the middle of the Global Financial Crisis. Both were quiet, deliberate responses to the limits of the inherited order — one political, one monetary.

Why here

Why Bhutan, of all places

A landlocked Himalayan kingdom of under 800,000 people is an unlikely Bitcoin power. Three structural facts made it the natural first mover among sovereigns.

Surplus clean power

Wet-season hydropower runs well above domestic demand, at a marginal cost near zero. Sold to India under fixed rupee contracts, that surplus captures only a fraction of its value.

A depreciating peg

The ngultrum is pegged 1:1 to the Indian rupee, which has slid from about ₹45 to about ₹95 per US dollar since 2010. Mining converts that depreciating-rupee power into a globally priced digital asset.

Sovereign autonomy

Since the 2007 India–Bhutan treaty removed the old 'guidance' clause, Bhutan has held full control of its monetary policy — under a Crown that plans on 30-year horizons.

Mining runs through Druk Holding & Investments, the sovereign holding company, chiefly via its publicly announced joint venture with the mining firm BitDeer.

These round-the-clock loads are a big reason that, in 2025, Bhutan consumed more of its own electricity than it exported — for the first time in its history.

Here the picture turns hazy by design. Bhutan does not officially disclose its Bitcoin balance, so every figure below is a third-party estimate from on-chain analysis and international reporting — not an official number.

What is not in doubt is the model: convert stranded hydroelectricity into a globally priced reserve asset, rather than sell discounted power abroad.

The catch

A complement, not a currency

A reserve asset is not a free lunch. The IMF’s 2025 review of Bhutan explicitly flagged crypto-asset volatility as a downside risk to the country’s reserves and balance of payments. And El Salvador — the only other state to bet publicly on Bitcoin — had to scale back its programme to secure an IMF loan in 2024.

The careful reading: Bitcoin works for Bhutan as a complement to its conventional reserves, not a replacement for them, and certainly not as a second currency. The surplus-power logic is sound; the volatility is real; the holdings are deliberately undisclosed. All three things are true at once.
