DeSuung

DeSuung — Guardians of Peace — is Bhutan’s national volunteer corps, launched by Royal Kasho in 2011. The first batch of fifty DeSuups (volunteers) was trained that same year. Programme size has expanded across the decade through 56 batches by 2026, with DeSuups deployed across crisis response, COVID-19 management, traffic management, environmental work, and civic mobilisation.

DeSuung reached operational maturity through COVID-19 deployment in 2020–2021, ten years after the original articulation. The lag from announcement to maturity is one of the data points behind Paradox #41.
