GMC
Gelephu Mindfulness City

The Gelephu Mindfulness City (GMC) is a 2,500 km² Special Administrative Region under construction in southern Bhutan. Announced by His Majesty The King on 17 December 2023, the SAR is designed to host up to one million people under a sovereign legal-regulatory framework distinct from the rest of Bhutan.
The GMC Authority was constituted in 2024. The Bhutan-Singapore Double Tax Avoidance Agreement — the first international tax treaty enabling investor confidence — was signed in May 2026. Substantive build-out will extend through the 2030s and 2040s.
