What is the 21× rule?

The 21× rule is the finding from the 2025 National Statistics Bureau study that a Bhutanese university graduate who aspires to a civil-service job is 21 times more likely to be unemployed than a peer who does not. It is the headline finding of Chapter One — and the inverse of the pattern in almost every comparable country, where higher aspiration lowers unemployment risk.
