Royal Civil Service Commission
The Royal Civil Service Commission (RCSC) is the constitutional body responsible for the recruitment, appointment, transfer, promotion, training, and discipline of Bhutan’s civil service. It administers the Bhutan Civil Service Examination (BCSE) annually — the single largest entry route to government employment.
As of 2026, the RCSC manages a cadre of roughly 39,000 civil servants. The annual entry pipeline admits 2,000–2,500 new entrants against 10,000–12,000 new university graduates. The 2022 Civil Service Reform Act expanded the RCSC’s policy mandate around performance management, with the controversial MaX (Managing for Excellence) framework introduced through 2024–2026.
