Ministry of Health
The Ministry of Health (MoH) administers Bhutan’s universal free healthcare system: the network of basic health units, district hospitals, regional referral hospitals, and the national referral hospital (JDWNRH) in Thimphu. It publishes the Annual Health Bulletin and the Burden of Disease assessment.
The MoH faces the structural specialist-deficit challenge documented in Chapter Nine: the primary tier delivers world-class metrics for a country of Bhutan’s income, but the specialist tier is short and consultant retention against Australia and the Gulf is the binding constraint.
